BOE 2008-2009 Budget vs. Expenditures

Is this the most incredible case of incompetent budgeting ever seen? – not just missing the budget, but if these kinds of expenditures were needed and not recognized YEAR AFTER YEAR until after the budget was approved, "incompetence" doesn’t even come close to describing this situation.

Spent                $172,358          $173,514           $144,611 = $490,483

For reference, this equates to $548.40 per child (’08-’09 enrollment) on computer hardware in the K-8, enough for a laptop for every child and then some. PK was left out of the equation. I am aware of mid-sized companies that don't spend this amount on PC's in a 3 year period.

How is this equipment deployed and utilized? Asset lists have been asked for and not provided.  It appears to be anyone's guess as Baran doesn't seem to know either...although he seems to know that the PK-8 is continually "starved for funds".

    TUITION PUBLIC ENROLL GROWTH. What you see is a $45,000 charge which is the money they returned to the Town of Woodstock. Interesting and very creative; the Town of Woodstock is now a school expense. This way they are attempting to keep the $45,000 that they didn't have time to spend this budget year so they can get the money back again next year.
